AI governance

The publications deal mainly with the supervision of AI in financial services, use running ahead of the rules, the governance of AI agents and the duty to ensure AI literacy.

The conclusions and topics were compiled with AI from the publications on this page, with the sources alongside. How that works · How we count

What the publications show

  1. Financial supervisors report widespread use of AI, at over 90 per cent of banks supervised by the ECB and 65 per cent of European insurers. The ECB sees responsibility spread across IT, data teams, the business and control functions.

  2. Several studies find that employees use AI before any rules are in place. Among advisers to the Mexico City parliament, informal boundaries emerged that Tecnológico de Monterrey considers fragile; Halmstad University sees doctors’ use of AI exposing gaps in their own systems.

  3. On AI agents, researchers find that existing governance mechanisms are being applied more strictly, or ought to be. Chief data officers in University of Manchester research name a steering committee as the main instrument and model ownership as a precondition.

University of Manchester, 2026 (opens in a new window) · Royal Holloway University of London, 2026 (opens in a new window) · Capgemini Research Institute, 2026 (opens in a new window)

  4. Since 2 February 2025, Article 4 of the AI Act has required organisations to take measures on AI literacy, and since 2 August 2026 supervisors have been able to enforce it. The law specifies no level or certificate.

EU Artificial Intelligence Act (artificialintelligenceact.eu), 2025 (opens in a new window) · European Commission, 2025 (opens in a new window) · Autoriteit Persoonsgegevens, 2025 (opens in a new window)

  5. The European Parliament and the Dutch central government are working on rules for algorithmic management and platform work. In Sweden, by contrast, Karolinska Institutet finds that new European rules are holding back national initiatives, because overlapping rules make enforcement harder.

Shadow AI: employees' own AI tools and the policy lagging behind

  • Shadow AI
  • AI policy
  • Information security

Many employees use their own AI tools alongside those provided, often paying for them themselves, because they work better or faster. Managers greatly overestimate how much they can see. Both the risk and the opportunity stay invisible as long as nobody asks.

AI use and ownership in the financial sector, as supervisors see it

  • Financial sector
  • Financial supervision
  • Ownership of AI

Supervisors find AI in wide use across the financial sector, at over 90 per cent of ECB-supervised banks and 65 per cent of European insurers. Policies and controls lag behind; the ECB sees responsibility spread across IT, data teams, the business and control functions.

AI literacy and the obligation under the AI Act

  • AI literacy
  • AI Act
  • Enforcement

Since 2 February 2025, Article 4 of the AI Act has required organisations that use AI to take measures for their people's AI literacy; since 2 August 2026 national supervisors can enforce it. The law prescribes no level or certificate, but it does require demonstrable steps.

Agent-washing and the cost and value of agent projects

  • Agent-washing
  • Value of agent projects
  • Managing agents

The number of AI agents is growing fast, but Gartner expects over four in ten agent projects to be cancelled by the end of 2027 because of rising costs and unclear value. Vendors, meanwhile, are sticking the agent label on existing products. The value goes to companies that manage agents as a single programme.

AI use, training and AI policy among healthcare professionals

  • Healthcare
  • Training
  • AI policy

More than half of nurses, carers and support workers use AI, mostly on their own initiative and without training. Hospitals are adopting AI policies at speed, but half of healthcare professionals see no clear policy and two thirds feel insufficiently prepared.

Algorithmic management in warehouses, delivery and retail

  • Algorithmic management
  • Work stress
  • Regulation

Algorithmic management is spreading from platform work to warehouses, transport and shops. A Swedish study of 978 drivers and warehouse workers links heavy algorithmic management to twice the rate of mental health complaints. Brussels and The Hague are drafting rules.

Who is the agent's boss? Ownership, mandate and control of AI agents

  • Governance of AI agents
  • Mandate and ownership
  • Agent autonomy

In more and more organisations AI agents carry out real steps in the work and will gain more autonomy in the coming years, while almost nobody has set up the governance: who owns the agent, what it may do without a check, who switches it off. That is a structural question for line management, not an IT question.
