Adoption

The publications focus mainly on how widely organisations use AI, particularly in software development, financial services and healthcare, and why that use delivers so few visible results.

The conclusions and topics were compiled with AI from the publications on this page, with the sources alongside. How that works · How we count

What the publications show

  1. Use is best measured in software development. Utrecht University estimates that AI writes 29 per cent of Python functions in the US; Université de Bordeaux finds coding agents in 22.20 to 28.66 per cent of GitHub projects a few months after their arrival.

Utrecht University, 2026 (opens in a new window) · Université de Bordeaux, 2026 (opens in a new window) · GitHub, 2025 (opens in a new window)

  2. Financial supervisors report widespread use of AI, at over 90 per cent of banks supervised by the ECB and 65 per cent of European insurers. Interviews by the University of Limerick show that insurers mainly introduce low-risk internal applications.

  3. Several surveys and analyses find that the share of organisations seeing AI productivity gains in their bottom line has been stuck at just over a third for two years. Politecnico di Milano points to the difference between being ready for AI and getting value from it.

  4. Studies of acceptance find that attitude and digital skills weigh heavily. In an experiment by the Technical University of Munich, growth mindset training improves attitudes towards AI; Poznań University of Technology finds a more positive view among the more digitally skilled.

  5. In healthcare, use is running ahead of preparation. In a Hellenic Open University study, 7.8 per cent of Greek nurses consider the profession sufficiently prepared, and in the California State University survey 42.4 per cent of healthcare professionals had received formal training.

Leadership

AI use and AI strategy as seen by leaders and by staff

  • AI use
  • Gap between top and front line
  • Leading by example

Managers use AI almost twice as often as their staff and think the direction is clear. The workforce does not experience it that way. The difference lies in what a manager visibly does: leading by example, setting a quality standard and saying what happens to the time saved.

GenAI pilots, productivity gains and the bottom line

  • From pilot to results
  • Productivity
  • Measuring outcomes

Individual productivity gains from AI have been widely measured, but the share of organisations that see them in business results has been stuck at just over a third for two years. The pilots that do break through redesign the work itself and measure outcomes rather than usage.

AI use, training and AI policy among healthcare professionals

  • Healthcare
  • Training
  • AI policy

More than half of nurses, carers and support workers use AI, mostly on their own initiative and without training. Hospitals are adopting AI policies at speed, but half of healthcare professionals see no clear policy and two thirds feel insufficiently prepared.

AI use and ownership in the financial sector, as supervisors see it

  • Financial sector
  • Financial supervision
  • Ownership of AI

Supervisors find AI in wide use across the financial sector, at over 90 per cent of ECB-supervised banks and 65 per cent of European insurers. Policies and controls lag behind; the ECB sees responsibility spread across IT, data teams, the business and control functions.

AI in software development and the trouble with measuring productivity

  • AI in software development
  • Developer productivity
  • Coding agents

The share of developers willing to leave application logic to AI rose from 18 to 50 per cent in a year. Measuring the return no longer works: METR cannot find enough developers still willing to work without AI, and 66 per cent feel metrics miss their contribution.

Agent-washing and the cost and value of agent projects

  • Agent-washing
  • Value of agent projects
  • Managing agents

The number of AI agents is growing fast, but Gartner expects over four in ten agent projects to be cancelled by the end of 2027 because of rising costs and unclear value. Vendors, meanwhile, are sticking the agent label on existing products. The value goes to companies that manage agents as a single programme.

Entry-level jobs for young workers in AI-exposed occupations

  • New starters and AI
  • Entry-level jobs
  • Graduate hiring

In the US, employment of 22 to 25-year-olds in AI-exposed occupations is 19 per cent lower than if it had kept pace with peers in other occupations, mainly because employers hire fewer new starters. The entry-level jobs that remain call for skills that used to belong to senior staff.

Shadow AI: employees' own AI tools and the policy lagging behind

  • Shadow AI
  • AI policy
  • Information security

Many employees use their own AI tools alongside those provided, often paying for them themselves, because they work better or faster. Managers greatly overestimate how much they can see. Both the risk and the opportunity stay invisible as long as nobody asks.
