Governance

Most of the publications cover the governance of AI agents and of partnerships in healthcare, along with case studies on construction projects, an industrial cluster and risk management.

The conclusions and topics were compiled with AI from the publications on this page, with the sources alongside. How that works · How we count

What the publications show

  1. Two academic publications find governance designed for AI that advises rather than acts on its own. Paris Nanterre argues that the EU AI Act does not address delegation to agents either; UniNettuno sees organisations as ready mainly for bounded, reversible tasks under supervision.

  2. Both publications link governance to how much is delegated. Paris Nanterre distinguishes three levels of autonomy, each with its own requirements, and UniNettuno argues for step-by-step delegation, a register of agents and a separate identity for each agent.

  3. Governance in regional care networks is lagging. In England, top-down oversight crowds out mutual accountability, the University of Groningen (RUG) found a governance model able to grow with the network in none of 142 Dutch initiatives, and in Germany fragmented funding holds things back.

  4. In supply chains and clusters, governance crosses company boundaries. Tampere University sees central contract management clashing with the coordination that prefabricated construction requires; in the Chemelot Cluster Plan, the Dutch cabinet and companies decide together.

  5. One study of three creative companies (Grenoble INP) finds that risk management in digital business models works mainly through prototypes and tests, steered by three different forms of governance.

European chemical closures and cooperation within industrial clusters

  • Chemical clusters
  • Chemical plant closures
  • Cluster plan

Closures in European chemicals have risen sixfold since 2022, and the Netherlands accounts for a fifth of the capacity announced, more than twice its share of turnover. On an integrated cluster, one company's exit hits its neighbours directly. The Dutch government and Chemelot are therefore working with a cluster plan.

Who is the agent's boss? Ownership, mandate and control of AI agents

  • Governance of AI agents
  • Mandate and ownership
  • Agent autonomy

In more and more organisations AI agents carry out real steps in the work and will gain more autonomy in the coming years, while almost nobody has set up the governance: who owns the agent, what it may do without a check, who switches it off. That is a structural question for line management, not an IT question.

Governing regional care networks and the AZWA work agenda

  • Governance of care networks
  • AZWA
  • Regional collaboration

The AZWA obliges municipalities and health insurers in 38 regions to agree a joint work agenda. The governance of these networks is not yet in place: RIVM finds no central governance in over 60 per cent of IZA regions, and Groningen found no structure able to grow with them in any of 142 initiatives.
