Network organisation

The publications focus mainly on the governance of regional health and social care networks, along with collaboration in industrialised housebuilding and in the Chemelot chemical cluster.

The conclusions and topics were compiled with AI from the publications on this page, with the sources alongside. How that works · How we count

What the publications show

  1. Dutch sources report that the governance of regional care networks lags behind the agreements made. RIVM, the Dutch public health institute, sees no central governance in over 60 per cent of the regions set up under the Integrated Care Agreement (IZA), and the University of Groningen (RUG) found a governance model able to grow with the network in none of 142 initiatives.

  2. Studies in England and Germany find that top-down steering crowds out collaboration in networks. In the English NHS, most regional health bodies held on to their decision-making powers, and in Germany fragmented funding and legislation hold the networks back.

  3. Research on what makes networks grow keeps naming the same conditions: sustained commitment and leadership, tangible added value for participants and a shared sense of urgency. In an action research study by HAN University of Applied Sciences, three Dutch networks each moved up one development stage.

  4. In industrialised housebuilding, the network of design, factory and assembly fits poorly with central contract management. Tampere University saw parties bridging that gap informally; workshops by Virginia Tech pointed to coordinating training, financing and regulation.

  5. One publication, the Chemelot Cluster Plan, describes an industrial cluster where the Dutch cabinet and companies decide together, because the departure of a single company directly affects its neighbours.

Factory-built housing: spare capacity and a slow planning phase

  • Industrialised housebuilding
  • Planning phase
  • Supply chain collaboration

One in five new homes comes from a factory, yet the factories use less than half their capacity. Roland Berger therefore does not see capacity as a bottleneck. TNO points to the planning phase, in which municipality, client and builder work one after another and clients keep asking for bespoke designs.

Governing regional care networks and the AZWA work agenda

  • Governance of care networks
  • AZWA
  • Regional collaboration

The AZWA obliges municipalities and health insurers in 38 regions to agree a joint work agenda. The governance of these networks is not yet in place: RIVM finds no central governance in over 60 per cent of IZA regions, and Groningen found no structure able to grow with them in any of 142 initiatives.

European chemical closures and cooperation within industrial clusters

  • Chemical clusters
  • Chemical plant closures
  • Cluster plan

Closures in European chemicals have risen sixfold since 2022, and the Netherlands accounts for a fifth of the capacity announced, more than twice its share of turnover. On an integrated cluster, one company's exit hits its neighbours directly. The Dutch government and Chemelot are therefore working with a cluster plan.
